When a Navy SEAL dies during a routine exercise in preparation for a highly classified mission, the NCIS team thinks they have a fluke accident on their hands. But when Abby runs a test on the SEAL's faulty equipment, Gibbs and his team are faced with what they think is a murder investigation.
